No Call Backs, How Do I Avoid Seeming Desperate?

Dear Experts, I have submitted resumes and cover letters to several companies, and when I follow up with phone calls, I’ve been getting sent to voice mail. What would be an acceptable time frame for following up if they do not return my calls without seeming like I’m desperate or stalking?
