What's the Deal With Severance Packages?

Dear Experts, There have been layoffs and re-organization at my place of employment. The first wave of such actions was a few months ago. There are now talks of one that would include me. I understand if I am laid off, I will get severance. If they decide my position is no longer needed and I choose not to apply for any of the available positions, would I still be entitled to severance?
