Starting your cover letter off with the phrase "To whom it may concern" is very impersonal, and it shows that you didn't do your homework.

Instead, you want to start out with a phrase like "Dear hiring team," or "Dear hiring manager," or if you can find the name of the person who posted the job, address the cover letter to that person.
